I have this bank note and was looking for a value of if you have seen one with this type of signature and title description

Book value can be anywhere from $275 to $12,000 depending on signature and condition.
A picture would help nail it down.

Catalogue value for 16-04-20c in VG is $900, but allowance would need to be made for the loss of pieces from the margins and the tear(s).
Something in the $600 to $700 range might be fair all round.
