Title: New Grading Company?

I have not heard of them.Anyone seen them b4 or have any info?The seller of this note,graded NNGC,is based in S.Korea.Are we about too see another TPG service inundate the market?
Most curious is the back of the note label,under the heading:Size 153.3 X 69.3 mm, CLEANED?(caps, ? mark mine)

The note is described as MS 64 UNC? Choice Uncirculated
Does not MS refer to Mint State?
Looks like contradictions galore but maybe I'm misinterperting things?
