I understand from previous threads that, technically, this note does not qualify as a rotator.
Would it have any additional value die to the serial number?

I would count it as a rotator. The editors of Charlton assert that 1s are disallowed because of the serif, but 8s are allowed despite the sizes of the loops being different. Charlton is just a publishing company that issues an annual catalogue, it's not an official word on anything. You are welcome to disagree on their definition; I certainly do.

Hi 4mile123,
I am by no means stating that under Canadian standards it is a rotator, only that PMG which is an American grading company in this case has whether by error or not.
