Saw this note on ebay auction # 220306161384. Sure looks like the asterisks are way out of normal position.

Yes, they are slightly misplaced.
In case there was any doubt, it is NOT a regular note with fake asterisks. If it is, they changed the prefix too. All regular R/C notes were signed Beattie/Coyne. All *R/C notes (except for a small group in the first 8,000) were signed Beattie/Rasminsky.

I think I'm still confused here? There are *R/C $5 notes under serial number 8000 signed by Beattie Coyne is there not?

That's what I said, squid. The first 8,000 notes are signed Beattie/Coyne, therefore they are an exception to the statement that all *R/C notes are signed Beattie/Rasminsky, which is simply paraphrasing my previous statement.
To spell it out real simple...
*R/C 0000001 to 0008000: Beattie/Coyne (BC-39aA-i)
*R/C 0008001 to 0016000: Beattie/Coyne (Not issued, presumed destroyed)
*R/C 0016001 to 0144000: Beattie/Rasminsky (BC-39bA)
