Title: 1954 $10 Error/Proof?

Hey

Saw this note on ebay I got a scan of the front but deleted it  :-[ all that was on the front was some writing in pencil. So what is it he refers to it as an error and then rare proof? The book listing for back proofs of the 1954 $10? here is the back that really is of no help but it is on ebay the listing name is "Rare Error! 1954 $10 note missing printing!"

Not sure if this is the same note but I have seen $10 without much purple printer's ink (mostly black) so they look a bit odd.

Michael Findlay had this note at several shows over the past year.  It is an actual Bank of Canada back proof not an error.

The new owner may have trouble selling it in the future at public auction as the Bank of Canada may prohibit it.

The Bank of Canada asked Chuck Moore to pull several lots from his October 2005 Torex auction including a 1967 B&W face proof and full colour 1967 face proof with serial number A/M0000000.

I am not sure why they are prohibiting these from being sold to the public.  Does anyone know or recall the explanation they gave for having them pulled from the Torex auction ?
