Not normally a specimen collector but picked this one up, curious if book price $700 is accurate value?

It will probably sell for more than that.  I've seen PMG 66-67 sell for 1800-3000.  PMG 63 for 1000-1200.  Your note would very likely regrade higher with a different company so I would expect you could get 1200 easy.
