Why did the bank of Canada make test notes?

*sigh* It should say in the Charlton Standard, but the Bank of Canada issued test notes to test changes in paper mixtures or (I believe) changes in ink composition.

See pages 306 in the catalogue.
As was just mentioned, Test notes were released "to test wearing properties of new papers or inks"

It was also used for testing in vending machines at the time.
