I have a friend looking for a bit of information concerning this banknote, book seems to only list this note as a remainder however this one appears to carry two signatures. Any information would be greatly appreciated.

I am convinced that the signatures are spurious.
1. The left signature appears to be in pencil.
2. The payee isn't filled in.
3. The number, if real, indicates over 3,000 of these were issued - and they were certainly not redeemed as they were a total fraud - surely surviving issued notes would abound.

So this would be a remainder which was forged to look like an issued note?

Not necessarily - more likely just people amusing themselves with what was then a worthless scrap of paper, 100+ years ago. If it were recently done to deceive collectors, it could have been made a lot more convincing.
