This should be a gimme:

When is a solid radar note serial number 5555555 also a rotator?    ::)

It is already! :)  If you go by the same principle for rotators with Journey style 8s, where the 8s are slightly more bulged on the bottom half  ;).  
Or, "when it is written in digital!"

 I must say that if I dip my glasses in hot chocolate and then look you may have a point, but I think Brent will fight you on this one.  Not the answer I was looking for though....

LoL... your right!  The 1s do not count, nor do the 5s.  8s yes.  I was just getting creative, eyevet ;).  
I have NO CLUE what the answer would be!

But you see, the arabic 5 is essentially a circle, much like our zero. So, that would very much so be a rotator.

I thought that getting this correct would be much more satisfying, but since it was so much like the first riddle, there was no challenge to it whatsoever. The answer was obvious. All I had to do was check the arabic numerals again at Wikipedia to confirm my suspicion. :-/

Nonetheless, the two notes provided are beautiful, and I appreciate the chance to view them. Thanks for posting these, Michael!
