Just wondering how low should it be to have sur-book numinsmatic value.

Did you read p.366 of the catalogue? If so, could you please restate your question? I'm not sure I completely understand what you're trying to ask.

Now I have. So a 1935 note with serial number <10000 has no premium value whatsoever?

Nope the only reason it might command a premium is if it matched another note in someones collection but that would apply to any number.

I'm so confused..  the number "1" is <10000 and it would have no premium  ???

I thought it was straight forward and didn't need to be spelled out. It's in the book.
