Hello. I was wondering if this is considered a double printing error. You can see the word dollar & Canada lightly double printed backwards against each other. Would this be considered an error?

No this is not an error. There is nothing outta the ordinary here :-/

Most likely, this was caused by a transfer of ink from another $1 note placed face down on top of this one, and then the two notes remained for a long time pressed tightly together (such as in the pages of a book).
The "error" may also have been deliberately created by putting two $1 bills together with the faces touching and then striking them with a hammer or mallet so that the ink from one would transfer to the other. The person doing this would just take care to put something protective between the notes and the hammer so that the notes would not be marked or damaged.
