I have come into possession of this note.It is a replacement 1954 error Beattie Rasminsky. There is no right margin at all. It is uncirculated.. What would a fair value on this be? Thanks for your always helpful information.

The absence of a margin alone does not constitute an error. If the note has one short margin and three normal ones, it's probably just the way the note was cut, and is actually common for 1954 series asterisk notes. My theory is that a lot of 1954 replacements were not aligned perfectly when inserted into a stack of regular sheets, so when they were cut, their margins were cut crookedly and/or off center. These notes will trade below catalogue because, as the rule of thumb states, a note that looks trimmed is trimmed. A well centered replacement note will trade for more.
Is there part of the design of another note showing along any of the other edges?

There is no design from the previous bill though this bill measures up right.. I don't believe it has been trimmed

VG = $45
F = $60
VF = $120
EF = $250
AU = $500
UNC = $800
CH UNC = $950

As for a value for an error note, the note would need to be seen.

The fact that there's design missing along the short side would really impact the value. I would deduct at least 25% from catalogue. It doesn't have to actually be trimmed for the aesthetic appearance to suffer, and I know from experience that a 1954 series note with at least one short edge is not as desirable. That's why I say, if it LOOKS trimmed, it's trimmed. Buyers like nice centering. I'm sorry if this is not the answer you were seeking.

Is the back of the note also off center like the front?

The back is much better centered though there is still a wide and a narrow margin

I would have to agree with mmars on value.
This note would be knows as a Cut Out of Register note. Since this is a very minor misalignment and not showing any part of another note which makes this worh a premium, making this particular note a tougher sell as it is off-centre.
This is still a nice note, and one of the tougher replacments prefixes in the 1954 $5 series.
