Looks F-VF in the photos provided
Value is listed in the error section of Charlton Canadian Government Paper Money 24th Edition

These are popular errors.  Another example in very similar condition sold for $400 a couple of years ago.  Catalogues are just guides and are usually a good indication of what people want for their notes, not what the notes are actually worth  ;)
