is a 2004 $100 dollar bill with a serial number of 0004000 of any value?

Yes. This is considered a Two Digit Radar (The serial number reads the same from front to back, and consists of only two digits) if the note is in Uncirculated condition, it has a book value of $170.

I should also mention that a low serial number is under 0001000.
