Title: Rotator and radar note?

Hello I was wondering if anyone knows if this serial number is a rotator note and a radR not?  Serial number is 8600068??? I'm confused about how rotator serial numbers work

A rotator would be 8600098 and this is a radar
the radar reads the same forwards and backwards 1273721 5679765 0986890 etc
a rotator reads the same if the number is flipped upside down  0880880  9690696 0890680 etc

Thanks for the quick reply and definition.  The charlton guide was confusing me
