Title: Printing/Ink Error

Hello all:

See attached scan.  Never seen this before but it looks like during the printing process, the fresh ink was scratched off the polymer note.  It's a fairly crisp note so I would say the ink hasn't faded off.

Is this an error of some kind?

One of your arrows is almost pointing directly at a clue that will give you your answer.
