Title: Variation in Grading

Is the apparent difference in these two notes within the normal grading variation range?

Shouldn't be!  The one on the left is what I would expect from a BCS 18.  I would say the one on the right is the outlier.  I wouldn't call this "normal" but it happens with every grading company for reasons that I can only speculate.

Not a expert on grading but the second one shouldn't be graded FINE 18 as it looks well circulated and BCS says there are minor tear which should decrease the grade compare to the first photo it looks way better than the second one.

Seems to be a good example of the advice to buy the note not the grade.
