I suspect that the bottom line on a case like this would be:
Would his copies he deemed as real by any reasonable person?
Or,
Is there reasonable evidence that this person is intentionally or unintentionally, contributing to the use of counterfeit money (and all of its problems), by his activity of selling these fake notes.
The Bank of Canada has guidelines set having to do with an image being on both sides, the size of the actual phony bill, and I'm sure there's some other stuff also. As far as I know it is on the Bank of Canada website under the educational section.
