Why are the 1954 $100 note, modified series demand no premium in a low grade?

They are relatively common is the biggest reason.  No point in paying a premium when it's never too tough to find a note in VF condition.

It's not a note that demands a premium, it's collectors.

There's no premium now because collectors aren't willing to pay one.  Once people start becoming willing to pay a premium for it, the catalogue value will go up.
