I have a question with respect to one of the notes I have:
BC-37b Beattie Rasminsky BABN
1954 1.00
P/M 4961946
I would grade it Cunc
Would this be a Rotator or Repeater?

It would be neither. 4961496 would be a repeater and a true rotatators' middle digit must be either a "0" or an "8"
