This would not be a rotator note.
Rotator - where the seven-digit serial number remains the same when the note is turned upside-down. The middle digit must be 0 or 8, and the remaining digits must be 0, 6, 8 or 9.
A 1 cannot be used as the 1 is not a straight line, it has a flick on it eliminating it as a rotator number.
Still a interesting number.
-
No it's not. A rotator is read the when turned upside down. The center number has to be only 8 or 0 and all numbers have to be 6's,8's, 9's and zeros only.
Like 6990669,6898689 or 8800088.

thank you for the info i did see it in the book but i just want to sure cus
you still can see the same numbers upside down but only 3s and 0s

To be a rotator it would have to be 6998669 to look the same when flipped over.

noon,
You may find the following link helpful. It lists all officially recognized 7-digit rotator combinations:

...and you were very close with the HOD6998699 being a rotator, I had to think twice ;)
-
if it was 6998996 then it will be a rotator note ..............
-
It's still not a rotator
6998996 = Radar
6998669 = Rotator
6998699 = Repeater
6996996 = Repeater & Radar
