Title: 1986 $2 Radar/Repeater

I've been spinning my wheels in the 21st Edition of the Charlton (pages 361 and 371) trying to determine that value of the note below.  Any insight would be most appreciated.

I'd say it's a 2-digit radar, therefore $100 in Unc (p. 360).
