Title: $100 polymer cutting error?

This is the second time I have come across this exact same "cut" in a new $100 polymer note.

The first time was during the summer when I received three of these notes (Out of 12 ) from TD Bank via the bank machine.
I have a habit of "flicking/snapping" bills in my fingers when I pay for something to insure that there aren't 2 bills stuck together.

It's at that point that these bills brake/separate. Anyone have any ideas?

I can't say that i have seen that exact same cut but I have had a lot of 50 and 100 polymer notes that have been cut almost like someone had used an exacto knife but it did not cut the bill completely through,
Many bills have had corners missing and they were to defined and straight edged  to be ripped
I can only assume it is people cutting bills to satisfy their curiosity that the new polymer bills can be torn/cut or tellers using a sharp edge knife when opening bundles/bricks before placing them in the atm... which I know that the BOC has informed banks not to do...but how many people read memos :)

It definitely does not appear to be a "cutting error" but rather it has been cut.
