Title: 1954 Missing Serial Number

Hello,
I've come across this note and naturally, I am very skeptical. Could you guys take a look and let me know what you think?

Sorry but this note looks much as a bleached one... :(

The yellowish-green tint on the back and the paleness of the signature aren't not normal.
