Title: Would this be a radar?

  Got some Canadian Tire Money back and I got a series 20 1$ bill with the serial number

2003988930

  From my understanding 20 is a prefix so it doesn't change.  Does that mean the rest 03988930 could be considered a radar?

No this is not considered a real RADAR the numbers have to be all readable backwards and forwards. To be a true RADAR your number would have to be 2039889302, in other words, all ten digits. Your note is what we refer to as a "Poor Man's Radar"
