Title: Missing serial numbers

Hi guys,

Bear with me if this is a silly question, I'm new at this. I  just got a bundle of the new 5 dollar bills from the bank. The serial numbers go from HBJ5823000 to 5823080. And then also has 5832163 to 5832199,but a bunch of bills missing, there is 36 bills accounted there for the serial numbers, but only 20 bills actually there. Why would a brand new bundle from the bank have missing bills like this?

I'm pretty new here as well :)
From what I understand missing notes is totally normal and occurs often.
If there is an issue with a sheet they pull it out of the pile.

Hopefully the more experienced guys will correct me if I'm wrong :)
