Title: $10 Dollar Ink Printing?

I have no idea to what you would call this, I am not an expert in the printing process. The ink at the "Issue of 2013" and the ink at the "This note is legal tender" appears darker and has less precise printing than any other note. Would someone care to explain? Thanks!
