Title: White Strip On Polymer $100 - legitimate Error?

Anyone know if this white strip on attached image is a legitimate error and if so, how would it have been caused?

It looks like a piece of tape stuck to the note.  Will it peel off?

It's actually not my note. Something I came across and wondering if anyone has seen this type of thing. But I agree, it does somewhat look like tape.
