I was excited enough when the teller pulled the hundreds out for me today. Then I checked my book and found I now had both signatures, and one of the notes was a major upgrade to the one I had.

Does the entire serial number have to be involved to be a radar?
Does it not count as a partial?

All of the digits count towards a radar note. On the 1979 series of notes, it is technically possible to have a "super radar" of 11 digits!

Let me clarify; the 1979 series was a modification of the 1969-75 series and the serial numbers were entirely numerical.
On the original 1969-75 series (of which you posted a sample $100) the serial numbers were alpha numeric. In this case, the letters do not count.
