Is this considered a radar note
6069690
i dont know too much about radar notes. thanks

Unfortunately, you do not have a radar note.
 
A radar note has to read from right to left the same as it reads from left to right.  From left to right, your note reads 6069690 and from right to left it reads 0969606.
 
If you had 6069606, then your note would be a radar...
