Title: Slightly off register printing

I found in a brick of HOZ 5$ notes few one showing a slight off register printing of the intaglio design.  The vertical inscription "CE BILLET A COURS LÉGAL-THIS NOTE IS LEGAL TENDER" partially overlap the white counter at the upper left corner.  Is this error have some value.  I'm still uncertain of the degree of offset is enough to have a collection value... Can someone have an opinion?
