and i do have $20 2007 2007 ELF4725825 FRT=25 BK=46 is it
a changeover note too

You have to be a member of the CPMS to get the newsletter and if you have any interest in paper money joining is a must.  The information is worth every penny and more,,,,and it's cheap.
