I have this $20 bill that caught my eye because the back security strip is almost touching the bar code. Is this within the range of tolerance or would this be considered an error?

The security strip moves around a fair bit. If you take an UNC, untouched bundle and look at the top edge, you'll see it zig-zag back and forth over a space of nearly a centimetre. It would have to be considerably misplaced before being a candidate for an error.
