Out of curiosity how much of a top border would be required missing before it can be called an error?

Journey notes don't have borders per se.  That's why it's all the more important to see specific elements of design from another note attached.  I've seen plenty of Journey notes that were cut slightly out of register, but only once did I have a $5 note where the words "EMISSION DE 20XX / ISSUE OF 20XX", normally found below the signatures, showed at the top of the note.
