I could use some help grading a $1 Issue - 1898

     I like this note I just got but there are some major distractions and I’m wondering how they affect the grade. What I'm most concerned about is the signature’s ink has soaked through and can be seen on the back and that the centre fold has cracked and come apart halfway.

It looks like a pressed VF to me.

The signature has not soaked through. It is the result of offset ink from the heavy application from the note above. It is not a problem.
The design missing on the fold is another story. It takes the grade down from VF to fine, although the note is still attractive. See Charlton catalogue page xvii for the definition of VF. Part 3: The note may have up for four major creases or folds with broken paper fibres but no design loss in the creases.

Would it fall under the same category of more modern notes and be considered an Offset Signature Error?

It's less of an error issue with older, manuscript signatures because they were hand-signed and the amount of ink on the pen varied greatly.
If one of the women employed to sign the notes dipped the pen in the inkwell too long, it resulted in heavy inking, which could have blotted on to the back of the next sheet of notes....
I don't think the ink would have soaked through the note.

     The smaller and darker part of the ink on the back doesn’t line up with the signature on the front at all but the more faded part does perfectly. So maybe what’s on the back is a little bit of both a transfer and a stain from the signature coming through. It’s too bad about the tear but I only paid $100 for it and after comparing it with similar items and their scary grading and high prices I’m ok with it.
