I was checking some 20s today for possible watermark errors and noticed the notes printed in 2004/2005 have a different watermark of the queen than 2007/2008 notes.

Does anyone know when this change happened?

Yes I have noticed this as well.
Why do you think this occurred?

The watermark for the paper changed.  In the older notes the queen looks older, perhaps someone in the BOC was not happy with the way that she looked.  Sort of like the devil face notes.

I have found that the 2004 version of the watermark is more realistic than that of the 2007 version.  The most recent watermark looks somewhat simplified when it comes to the Queen's image.
