According to the 17th (2005) edition of Charlton the note in fine is worth 25% of the premium (then $70) plus the value of the note or $22.50.  I am at the Lake and don't have access to a current catalogue but I don't believe that its current formula for determining value has changed much.

I believe that the note is better than a fine and its value between $30 and $40.
