I have a similar interest and I have been meaning to see if there is enough interest to create a database of such images for general knowledge. There are lots of nuances when it comes to bank note designs and over the last several years a new association has been created for bank note design. Registration issues are very important part of design and I am also intrigued by them. In fact one can have lot more fun with registration issues in polymer notes.
You are asking some interesting questions and I don't know all the answers but the kind of difference that you are seeing would be considered acceptable (and perhaps common).
In one of BOC's own images of the following note: BEU 0000000 ($10 journey note with security strip) that is shown on page 109 of "the art and design of Canadian Bank Notes" you will see that the right edge as seen from the front of the note is cut in such a way that it almost comes to the edge of the text area that says "the library of the parliament". Until I saw this image I would have thought that any note with this type of registration would be abnormal. Seeing such a thing in BOC publication on bank note design makes one think otherwise.
