$10 BTZ with partial serial # on front

My brother found this bill in circulation - anyone have anything similar in this range?

I find two things strange about this note:

-The serial on the front is normally printed (not reversed), so it exclude an ink transfer from an overlying note

-The two firsts digits of the serial on the front (BTZ28...) are quite far from the actual serial on the back (BTZ517...)...

So I'm at loss to explain how this error can occur...
