I was told by another collector who seemed to know what he was talking about (I can't recall exactly who at the moment) and he said that BA Banknote removed the *entire sheet* containing the 0000000 note instead of just the single note itself. Assuming a 40/on printing arrangement as was the case throughout most of the Birds series, this meant that all of the radars from 0001000, 0002000, ... 0009000 were removed.
If you go back to the article and click the Tools and Utilities link on the left, then select the link for Banknote Sheet Numbering Layouts, you will be able to draw the sheet containing the 0000000 note and see where the 9 other radars are.
As to WHY BA Banknote removes the entire sheet vs just the single note, I don't know a for sure answer, but my guess is that they consider it more efficient that way.
