Any thought on how this came to be and why was it done.
Never run into this before. Some initial long shots:
If the three notes shown are sequential within the brick then it seems that the brick has been mixed with notes from different position numbers. The notes in the brick would have normally started from 0696000 that being the start of the position number for the note with number 0696473.
It looks like the black band of ink has been applied after the numbers were printed. The band of ink is of uniform thickness I can't imagine the source of that much amount of uniform black ink coming from regular printing after the numbers were printed.
So is it possible that a defective sheet or sheets were identified and marked with black for removal and then one or several were mistakenly left behind?
I have read somewhere that some identification mark used to be put on defective sheets but have not been able to verify it or know the kind of mark that would have been put.
If that was the case the first note could possibly be some sort of replacement note.
