I came across this rare but severely damaged Qatar and Dubai note being sold online recently. I cannot understand why impaired coins are routinely deemed to be uncertifiable/ungradeable by most TPG companies whereas all sorts of seriously impaired paper money ends up being slabbed.
Surely, the note depicted here should, at best, be described as being "Genuine, severely impaired and ungradeable"?
