is this a ladder note??

Well I know Charlton only lists ladders with the "zero" digit at the beginning or end of the number sequence... (0123 or 7890) but if you allow it to be in the middle you add 4 additional possible serial numbers, bringing the total to 20 possible ladder/radars.  So what do you forum members think, does this count as a ladder note??

No, zeros in serial numbers are like aces in poker; they are either high or low.  They can't be both.  7890123 is not a ladder note, just like QKA23 of hearts is not a straight flush.  

Your note is a regular 4-digit radar, but not an ascending/descending ladder.

Technically it should count as a ascending/descending ladder as the numbers are on a reel and a 0 follows a 9 on a reel. However, it probably does not get counted as such. There would only be 10 such notes in the 10 million as once the first digit is fixed, all the rest would be set. Treat it as an ascending/descending ladder as it is just as rare probabilistically as any ascending/descending ladder. It is MUCH MUCH rarer than any ordinary radar and should be valued accordingly.
