When the 8s are preceeded by a numbered prefix.

Does it have to do with the shape of the '8'?  Like on the Journey Series, the top half of the '8' is smaller than the bottom half of the '8', kind of like little snowmen '8'.  So when you rotate it, you don't get an exact image of what you started with.

No I'm not that fussy.   Remember I like to count 1's as rotators since unless you hold the note more than 3 feet away I can't see the serifs.  I like to call these presbyopic rotators.  Eh Brent?

My next guess would be if the 7-digit solid radar "8888888" was part of a 8-digit serial number, like on a US note (e.g. 28888888 or 88888884)

The answer: When the person looking at the note has Mixed Astigmatism. Therefore the 8's no longer look like 8's.
