$5 radar and bonus

Hi,

I got a chance to look through $2000 of new fives today and pulled these notes out.

a) RADAR HNJ4760674
b) possible error and nice round number HNJ4760000

Could anyone tell me if (b) is significant enough to be an error?  The black ink is smudged.

IMHO; no..but "error" collectors...might pay a touch more for it..but I am thinking not much...
