is a bill with the last 4 numbers making a date example 1954 or 1982 worth anything in good shape

Nope. Unless the other digits are zero or represents some specific date.

7011967

Yes just like Neon said unless the digits prior match someones Bday and month they were born, not worth any more. But If it is such a type u should post it and it could be a Bday note someone is looking for! I still have not found mine yet!!!!

0001954 is a birth year note which is much more significant than a 4161962 or more random birthday note.  They're quite hard to collect (find) or sell since the demand is generally quite low.  Birth year notes mean much more to many more collectors and they're almost a low number (with a nice set of zeros).
