In response to BWJM's post in the thread about counterfeits:
I have only seen passing reference to an advance list of serial numbers on notes planned for release. It could have just been a rumour and incorrect. Sorry I don't have much more information than that.
But, the Bureau of Engraving and Printing does publicize lists of released serial numbers right on its website, and is in fact current up to June 2004:
