Really hard to say... Depends on the prefixes of each note. Did the set include both issues of the 5 and 10 for a total of 7 notes?
Lets assume this is the case and they are the most common notes you can find

So... i don't think you are getting ripped off. Seems reasonable. But it must have both issues of the 5 and 10.
Two points...
Firstly, let's not assume that an American grade of Gem Unc is equivalent to the Canadian grade of the same rank. I have seen far too many notes graded Gem Unc and higher (yes, they can go even higher) by American TPG companies and the notes have obvious counting creases and other impairments. Gem Unc is a grade that is not taken lightly on this side of the border. In fact, it's one of my pet peeves to be told a note is Gem when it is quite obviously not.
Secondly, even if the Charlton catalogue agrees with the given prices for Gem notes, I think it would be very hard to find collectors ( at least in Canada) willing to pay those kinds of prices for notes that are still in issue. So I don't agree that $264 is a good price, especially when the integrity of the blanket grade of Gem Unc is in question.
Having said that, if you're a collector in the U.S. and you really desperately want a complete set of Journey notes in uncirculated grade, the given price should not be much of an impediment to the decision you make. I agree that the availability of Journey notes outside of Canada is low and the premium cost is at least partially justified.
