I have noticed on the Journey series notes that there are some darker longer fibres that show up on these bills. The amount and location of them seem to be random and just part of the printing process. On a five I have, it looks like Laurier missed a few stray hairs shaving! Do these affect the grading of a bill in any way?  Thanks.

If there is damage due to fibres being removed, then yes, but the simple placement of such fibres should have no effect on grading. The fibres are distributed randomly throughout the paper.
