Two digit but not repeater

Hi

Are notes with two digit serial numbers

i.e 6996969

as good as notes in the form

6969696

An uncirculated two digit note would only be worth $3-$10 over face value and a two digit repeater radar would be worth $70.-$120 or more if it was a rotator note with a number like 8080808.
